unequal opportunity

dear members,
Ugc is organizing NET examination in June and Dec. every year, since many years for lecturer ship. There was no provision of negative marketing. In the Net Examinations of Dec.2009 UGC imposed condition of negative marking in paper 1 and 2. Now in recent notification from UGC the condition of negative marking has been vaved from NET examination of June 2010. Thus the condition of negative marking was made applicable for the candidates appeared in Dec.2009 Examination.
My daughter appeared in the NET examination of Dec.2009 and she was declared unsuccessful for only 1 number in paper 1 and 2. If the condition was not made applicable for Examination of Dec.2009 she would have been cleared it.
This is clear cut case of unequal opportunity in the eyes of constitution as no equity has been maintained.
Please guide me what I have to de and take legal steps. I have already written a letter to UGC for reconsideration of the matter and lifting condition of negative marking from all examinations and re announcing the result accordingly.

Your daughter will have to pass the conditions as applicable at the time of examination. Conditions precedent/subsequent are irrelevant.

your daughter not qualify the minimal marks in 1st & 2nd paper.
now the Rule are change for june 2010 regarding negative marking,in U's case rule are applicable at the time of exam.
i thing writ is not gave u a adequate relife.

Dear Mr. Sharma,
Tell me how any rule can be applied for one group ant not on same other groups? There must be equality before law as per natural justice. No one can be made victim by enforcing law or rule for him leaving others.
