Is state government empowered to amend CrPC,if so which provision allows it to amend?

Yes. State govt. is fully empowered to amend the Cr.P.C.

List III of Seventh Schedule, of Constitution of India is called “concurrent list”, includes matters where both Central Government and State Government can make laws.

Criminal procedure, including all matters included in the Code of Criminal Procedure is defined and enlisted under the List - III of the Seventh Schedule of the Constitution of India, which form the joint domain of both the State Governments and the Union territories of India as well as the Central Government of India under this subject.
