I would like to know that in INDIA who can use The national emblem on his/her letter pad visiting card etc.....

I would suggest you read "THE STATE EMBLEM OF INDIA (PROHIBITION OF IMPROPER USE) ACT, 2005"

Further how were the cricketers barred from using National Emblem (flag) on their helmets while playing for India? What are the legal provisions?
