Harrasment by members of Truck union in Haryana

My client is doing business of grain trading in food grain mandi and he used to export grains like wheat/rice etc. to different -2 states and nepal,bangla desh etc.He used to hire trucks from throughout Haryana from transport companies but now in Jind city some notorious/crl type persons has started exploit and threat to my client by saying that they have organised a truck operator union in Jind and now he(my client)is bound to hire trucks only from there truck union on exorbitant rates,otherwise he would have to face dire consequences,my client on my advice made a representation before higher authorities in Jind with written complaint,but police and adm. officers instead of taking any legal action opined my client to avail/hire trucks from their so called Truck uniopn as they are paying "BEGAR" to officers as and when required.Yesterday membersi.e. infact criminals snatched documents from driver of a truck who was loading grain from the godown of my client and documents are in their possession till now,police is not taking any action against them reason best known to them.I want to know,whether such type of TRUCK Union is legal/authorised or not in Haryana as i had read a news at the time of taking oath as CM by Hon,ble Mr. Hooda in last term of his Chief Minister that he has dissolve every truck union in Haryana and now running of truck union in Haryana is illegal,i have gone through so many CWP decided by our Hon,ble Highcourt in cases of Punjab in which HC has pleased to passes an order to concerened police to take action against such type activities in the name and grab of truck unions and further to take appropriate step for smooth functioning of business as it is fundamental right.I want to know is there similar situation on legal point on this issue in Haryana,can i file a injuction suit before civil court for returning of documents.
