New electricity connection for farm Kisan Krushi Pump

I have submitted document for new electricity connection for farm in december 2015. Since then i visited sub divisional office regularly but the assistant engineer every time say come after 2 days 3 days and so on. On June 2017 he accuse me that I am taking direct connection from line going from my farm and he file a report regarding that in main division office. Now he said that first you pay the assessment bill then he will think that I will get connection or not. What should I do ?M not taking any connection.

Whether any such happening happened and the officer has proof of the same?

You can use RTI to get information whether why the connection was delayed.

One reason of delay may be that he want to be bribed, if so, you can proceed to trap such person.
