Buyer may request the legal heirs.
Some narration to such extent might have been inserted in draft of the deed.....

Try to have amicable settlement with the legal heirs of the deceased and get the property registered.

Whether any agreement to sell exist, if legal heirs do not cooperate, may approach court for specific performance of the agreement, if such term exist in the agreement.

1. What was the reason behind refusing the registration of the deed by the sub-registrar?
2. You can not force the legal heirs of the deceased to sell the property to you.
