Govt. employee witness in court

Dear Experts,

Can you guide me I am a Govt. Employee in Water Supply office, I was witnessing one of my friend in court when my friend got registered the property on his name. and at that time my photo & sign was taken from court window.

That day I had taken leave from office for 2 hours.

Now, one man wants to harass me by RTI.

Please tell me that should I have obtained the NOC from my department prior to witness my friend which I did not get because I did not know.

or

There is any law by which I can be in trouble?

Please clarify:

1) What type of harassment to you by RTI?

2) What for NOC from your department?

3) Whether you applied for short leave or on verbal basis?

Without any proper description by you, how anyone can guess which type of trouble you are likely to face?

1. Again-again he applies RTI on me and wanting my all records, per this my boss call me up many times.

2. I m not sure if there is any NOC issued prior to going in court for witnessing, I just ask because one of my colleague said it may be problem.

3. I applied leave properly.

Your reply is not convincing.

If you applied leave properly, as you stated, under which Rules of the Government that was granted to you?

Futher, you have not stated, what kind of your records have been wanted by that person?

Under RTI personal information of any employee can not be given.

section 8 (1) J , RTI Act 2005.

(j) information which relates to personal information the disclosure of which has no relationship to any public activity or interest, or which would cause unwarranted invasion of the privacy of the individual unless the Central Public Information Officer or the State Public Information Officer or the appellate authority, as the case may be, is satisfied that the larger public interest justifies the disclosure of such information:
Provided that the information which cannot be denied to the Parliament or a State Legislature shall not be denied to any person.

For witnessing your friend the NOC of yourb dept is not required.
