Cooperative housing society

if in a federation of coop housing societies, one decides against redevelopment and the others opt for redevelopment, is it possible for redevelopment to take place keeping the single one undeveloped?

Membership of Federation is voluntary/ optional which do not have any teeth to compel any member CH Society.
However, it differs from case to case.
What is your problem?
Consult a local lawyer for proper analysis and guidance.

the federation is not registered. in fact, the purpose of the federation is to get conveyance from the builder so as to redevelop. our society wants conveyance, of course, but does not want redevelopment. so, if a federation is formed and if majority decide to go for redevelopment, is it binding upon us to go in for redevelopment too?

The decision/dictum of the federation are not binding. You may refuse for redevelopment.
