Registration of property

I took possession of my flat from the builder two years ago. At that time he said the property will be registered within 3 months. It's now over 2 years and he now says it will be done now. It is jointly owned by my husband and me. Please advise what I should look out on registration day? Can I collect the Sales Deed same day? Builder is required to compensate me under Purchasers Agreement for taking so long to build. Does the compensation amount terminates on day of possession or day of registration and when can I expect this as he is avoiding paying compensation.
Moreover he has asked me to pay him more money even though I have paid his Final Settlement Bill on day I took possession. If I don't pay more, there will be no registration. Please advise. Should I lodge a civil case against him and in which court?

What were you doing for the last (36-3)=33 months when the builder did not get the flat registered? Issue legal notice calling upon the builder to get the property registered on a (fixed) day say after 10 days of receipt of notice, failing which file a suit for mandatory injunction before Civil Judge of the district where property is situated.

Yes. First issue a legal notice to call upon to registration.. If he failed mean you can proceed further..

pay extra money under protest . register your agreement then move consumer forum against builder

I agree with the advice of Learned Expert Mr.Ajay Sethi amending a little to the sentence 'pay extra money under protest against proper money receipt therefor'.
