Certificates issue

REQUISITION FOR GUIDANCE AND OPINION

Sir,

A Judgement was given in the High court, Andhra Pradesh dated:29-04-2014 regarding the issue of all certificates which was under the custody of Director of Medical Education and Registration of PG & Diploma Degrees by the NTR University of Health Sciences only to the 5 petitioners though the case was filed on behalf of all PG , Diploma doctors who have successfully completed Courses in their respective medical colleges/hospital.
The DME and the NTRUHS were withholding the certificates of the junior doctors unnecessarily due to some issue of forced bonded temporary rural service. Judge after discussion ordered the release of certificates immediately but only to the 5 petitioners and not all successful students who have completed their course.

In this regard, I request you to kindly suggest and guide what to do next -
1. Ask the Senior counsellor to request high court for directions to DME and NTRUHS Quoting the above judgement.
2. File a fresh petition with other 1500 petitioners ( junior doctors ) quoting the above judgement.
3. Any other, Please suggest

Similar judgement that are quite comprehensive are issued by courts of law in other states too and accordingly notifications should have been issued to withdraw such tantrums to retain original certificates.

The Doctor's/Students/PG's associations, Pan India now should join hands and proceed against such violators.................

Some individuals understand only when they realize that they have become susceptible to be put behind bars in a correctional center.

As advised by experts pls show the documents to your lawyer.

The impugned orders of the High court is to be seen for proper opinion on the subject,hence as advised, take opinion from local lawyer who is conversant on the subject by producing all relevant papers before him to proceed with further legal course of action on it.

Thanks for your suggestions sir. We have won the Case and High Court Justice on Friday directed the officers of the Medical Department to return all certificates taken from medical students irrespective of the fact whether they attended rural service or not. The judge was passing these orders in a writ petition filed by students. The judge said that the officers do not have such authority.
