Theft of trees with the help of revenue inspector

My friend has the Athi trees garden in near Dindigul District, Tamilnadu. The trees were theft by his relatives with the help of Revenue inspector. The Value of athi trees is around Rs.10 Lakhs. It is inheritance property. At the time of theft of the trees, The revenue Inspector Knows the fact, But she charged the fine Rs.50, 000/- for ceasing and released the timbers to the theft parties. What Steps to be taken to recover the trees and what action to be taken against the theft parties and Revenue Inspector. Please clarify my Doubt?

You can use RTI. Obtain the copy of that receipt issued for fine amount of Rs,50,000/-

Ask for the copy of the order issued for ceasing and copy releasing the goods.

Based on the reply, you may decide the further course of action.
