Devajyoti Barman (Expert) 13 February 2014
Why don't you shift the labours to the new factory if it is nearby.
Else you have settle all their legitimate dues.

Consult local lawyer dealing in labor matters.
T. Kalaiselvan, Advocate (Expert) 14 February 2014
Not only settlement of dues to the labors but settlement of future dues can also be an issues if the matter is taken up with the Labor commissioner's court or under the provisions of ID Act and rules. Better consult your legal adviser.
Raj Kumar Makkad (Expert) 14 February 2014
A factory can definitely bear the expenses of a lawyer and more over on the spot legal formalities are required to be initiated in this matter so better to engage a local lawyer dealing in such isues.
