Covered parking allotment issues

My flat agreement says covered parking will be provided on first come first basis. Now builder is allotting based on his own way, Is that correct? I wanted to know what is first come basis and Do I have any option to select parking based on my choice (assuming that I am the first one who bought the flat).
Problem is that he has given me 1st parking slot but I wanted take the 10th slot which is near to my flat, do I have any option here?
Please help and explain

First come first served, so he allotted you the first available slot, you may request him to allot a slot nearer to your flat to justify your demands, he may agree, most of the problems will be settled if arrived at an amicable situation.

You may change it with the person to whom near your flat is allotted, provided the person and builder both agree or ask the builder to allot parking near your flat. Amicable settlement is always better.
