Right of ownership

(Querist) 23 July 2013 This query is : Resolved 
Respected Sir,
A is the owner of the residential house which was obtained by means of unregistered will deed executed by his father dated on 15-06-85 house was mutated in his name in the Nagar Palika Parishad and he has also been paying house and water tax in the office of palika parishad. Not any dispute exists because his brothers had also obtained other houses in this will deed.
Now i want to know whether A is legal owner or not? and can he sell his house?

A is owner of the property.

A is the exclusive owner to that property and he can definitely sale it.

Though the will is unregistered one, it is valid document.
Hence, A is the absolute owner of the property.
he can sell the same to any one.
