I remember, you had earlier also posted the same question. If I am not wrong, it seems as if you are not in favour of sanction of claims in favour of the real (first) wife of the decesed.

However, list of family members as recorded in the service book will be treated as valied and the pension sanctioning authority has to sanction family pension with reference to that only. He cannot entertain any claim of the so called second wife unless declared by the government servant during his life time by submitting the list of family members.

There is no need for any succession certificate for the first wife for the purpose of claim of family pension.

Gratuity and GPF can be sanctioned in favour of nominees.

Dhingraji already replied your earlier Query as under ::

Only legally wedded wife forms part of the family of an employee for the purpose of family pension.

For other benefits, like gratuity, GPF, employees insurance scheme, only the person nominated as such by the employee would be entitled to claim such benefits. If no nomination is made by the employee during his service period, only his legally weded wife or any other family member, who produced a succession certificate, would become entitled to claim. ""

So only legally wedded wife, as recorded by deceased employee will get benefits.
