Fraud builder

We have purchase a flat (ground floor) in the year 2005 @ Kalamboli, Navi Mumbai. It’s in a B-Type building (G+1 floor only).
In the year 2008, the family staying on top of us decided to extend their flat and asked us for contribution for leading the foundation of the extension.
At that time we were going from financial crises and hence refused to contribute.
The constructor stared the foundation work saying us that we have to contribute the cost later on otherwise it will be an obstacle in the work progress. At that time we gave 30% of the total estimated cost.
Now today when we went to ask the total cost to pay him, we saw that he charged us with an interest percentage of 24% from 2008 till date which has become almost thrice the contribution cost. The constructor has not informed us regarding this high interest rate otherwise we would not have given permission to construct the foundation.
Also we did not asked the constructor to register the extended portion as at that time we were facing financial problems.
We really doesn’t know what further steps we should take and whom to contact.
Request you to pls give your suggestions and help me and my family to get out of this problem.

if you have not agreed to pay interest at 24%you cant be liable to pay interest charges .please go through agreement signed by you for additional construction

You need not pay the interest and even the orally agreed amount as the extension is the need of the family residing over your flat. Let that party take legal action against you. The amount of interest or principal legally cannot be got recovered beyond a period of 3 years even if the same is agreed to be paid in writing.
