Builder noc in case resale flat

dear team,
My query is do we need builder NOC in case of resale flat and does the builder charge for same?..for information..society is not formed.and location is in maharastra state.

well if society is not yet formed you need builder approval for sale of flat . better wait for society to be formed then sell flat . builder charges would be more whereas for society not more than rs 25,000
