rti related matter file in consumer court

sir,
My wife is a cancer patient, I filed an RTI application with fee, but Pio did not replied or given me any information, which I aske him,
if I filed my second appeal in information commission, time has been passed, so suggest me what is the option

From whom you are seeking answer. If the body is not public authority then you may not receive any answer.
If the same is public authority then prefer appeal before its appellate body.

If you fulfil the condition to which Barman has indicated, you may file appeal with an application seeking condonation of delay as generally delay gets condoned by information commissions.
