1. What no objection vakalatnama means?

2. NOV issuing person has to intimate only the appellant/complainant or he/she should inform concerned courts also? Is there any time limit?

3. If NOV issued to the party long back and not informed to concern court in time, any action will be taken on the issue against him/her by the courts?

No Objection Vakaltnama is the requirement of the change of a lawyer and there is no time limit fo obtaining such NOC and court need to be told only at the time of submission of such vakaltnama.
