Notice under Section 13(4) of SARFAESI Act, 2002
what is mode of serving this notice?
can bank send it through e-mail or fax also?

Yes the bank have right to send this notice through all the available modes.

For Demand Notice u/S13(2) of SARFAESI Act, better send the notice by Regd Post+AD. If it was returned unserved, make publication of notice in two leading newspapers have wide circulation in the locality.
In the case of Possession Notice u/S13(4), serve the notice to all the borrowers including the mortgagers by person and get acvknowledgement. If it is not possible send the notice by Regd. Post + AD. In addition to serving/sending the notice, affix the notice on the property while taking the possession the same day. Publish the possession in two leading newspapers. Then only the service would be complete.
