Legil heir

hello Sir/Madam,

i am facing a problem of being a legal Heir to my late father who got expired in april 2008, he was a Government Civil construction Contrator and was about to complete the projects by then he expried, as he had made a Registered will with a lawyer's advice and Gauranters stating that his third son i.e me as a legil heir to recive the payments which are pending after his death and also mentioned that the pending works may be completed by me... as now as a legil heir i have submitted a consent letter thriugh 100 rupees bond to the Govt deprtment that i am the legil heir and kindly do the payments in my name and if any objections arises i will be responsible for the said objections among my family members, BUT I DINT GAVE ANY CONSENT THAT I WILL COMPLETE THE PENDING WORKS in the Bond.. but then to i have completed the pending works left by my late Father as to keep up my fathers reputation in the department.
now they are insisting to complete all the works i.e total 4 works separtly i have completed three 3 works now and the forth one i am not in a stage to complete it as i will be under severe losses as the Quotation is of seven years old.
as the department is issuing a legal notice to complete the pending works as a legal hier.. what should i do and what legal steps be taken towards to get the payments towards the works done already?
as i am a third Son among Four members is there any problem being a legal hier?

Depends upon the terms of payment partwise of the project as may be shown in the agreement on award of work. There may also be some provision of payment on running bills on completion of the part of the project. You may therefore check the terms of agreement.
