Road width differ with acctual plan

Dear Experts

I am having doubt on the Road width size is differ with the sketch given by TNHB. before when they issued the FMB that road mentioned 13 feet but now it is half of the Road is 11.5 feet and other half is they said maintable as 13 feet.

In this situation what type of action we can proceed to maintain in both side of the road 13 feet or 11.5 feet

while enquir about the road difference, the TNHB people says it is like that because there is a plot we cannot do anything if you want go with legally. in such reply can we file a case to reduce the 13 feet road to 11.5 feet road. it is possible sir
