Ancestral property: partition claim (urgent)

My Grandfather has 14 bigha land in in a village in Assam in dibrugarh district.but the whole property is still in the name of my gran-fa.

My father had seven brothers & all of them are already died.I stay in Kolkata & now i would like to file a partition claim to have a separate PATTA in my name for my fathers share that now my share, so that i can sold it freely.

Also is there any rule which prohibits selling ancestral property to outsiders other than family members.

Actually i was to sell my share of the land to an outsiders but my cousins are prohibiting me to sell,neither they are offering any fair price for the same.
They contending that i have to offer it them first & if they could not purchase only then i can sell it to outsiders.

Please suggest.

Also i am looking for a good Advocate in this matter from Dibrugarh,so any reference in this regard will be a great help for me.
