let me know please meaning of ""not withstanding anything contained in section or in any other law for the time beingenforced" (2nd query ) "not withstanding anything inconsistent"

"not withstanding anything contained in section or in any other law for the time being in force"

=>Irrespective of anything contained in section or in any other law for the time being in force.

"not withstanding anything inconsistent"

=>Irrespective of anything inconsistent.

"not withstanding" is the opposie of "Subject to"
