Will and Shall:

In modern English will and shall are helping verbs. They are used with other verbs, but lack conjugations of their own.

Both are signs of the future tense.

Will can imply volition or intention, while shall can imply necessity.

Mr Shonee the author most likely wants to know the difference in legal parlance where both the words make a lot of difference and well defined in the book referred to above.

It depends upon context and reference as well
as objective of any legislation.Some time will may be understood as shall and on the other time shall may be understood as will.
To under stand maters of interpretation go through classic treatise of MAXWELL.

Normally, the form of verb "will" in future tense is used for a second and third person (you, he, they, etc.), but for the first person, i.e., 'I' "shall" is used.

However, to give stress and essentiality to act upon some direction or instruction through some notification, order, or legislation, the verb form of "shall" is used.
