Mr Mohan !
The Govt alloted patta land -! is it govt assigned Land , if it so ! there will be certian Conditions while allotting the land by govt to individuals . The same are to be followed . The Govt lands will be having local Acts , in each state , the same wil apply -

The Prohibition conditions in the Assignment orders / patta Conditions- to be verified with reference to local Land Act's provisions

Since the land is a Govt land and allotted on certain terms and conditions And it may have restrictions that differ from state to state in respect of their land laws.

Patta doesnot confer title ... look for restriction for transfer of such lands under your local enactments

Transfer of Patta Land is depends upon the nature of deed prepared at the time of allotment or according to the restrictions put forward by the concerned government time to time for the Patta Land.
