iF ANYONE WANTS DEVELOP IN HIS ALLOTTED LAND BY CO-OPERATIVE, AND TO SALE FLATS OUT OF THAT, IS IT POSSIBLE

Developing the plot allotted by cooperative society to the allottee means the allottee is the absolute owner after it is converted to a freehold property.
The the owner can obtain permission or plan approval from the authorities concerned towards development of his land as per law.

Since he is a member of Society and be required to follow and obey the rules and regulations of Society Act. 2006 whether he should obtain the permission/approval from the Society or not for developing buildings and sold it out to prospective buyers?

He may be a member of the society it does not means that he will not abide by the rules of the society which is common for all and he has to comply with the legal requirements which is applicable to the allottee since he is also an allottee in this circumstance
