If company give rent factory without lend permission by goverment,What will be company's risk?

It will all depend upon the conditions imposed by the Government. In such cases there may even be conditions that in case anything is done without the permission of the government, then the original lease itself would be cancelled etc. Therefore, one has to completely go through the agreement and then only it will be possible to give a view on the query.

The question lacks basic information, like the terms & condition of the allotment of the industrial land, etc., based on which the experts can give some definite advice.

So, company's risk depends purely on the terms & conditions of allotment, which you may like to go through.

One plot is alloted.
One plot is purchased from allottee.
Both are industrial plot, and 90 years lease by goverment NOIDA.
