1. can a CJM grant bail in matter of non- bailable case or session triable case.

The cases which are traible by cjm, in such cases cjm may grant bail i.e., the offences which are punishable with imprisonment upto 3 years

In a case where prima-faci,a section,triable by Sessions Court,is not made out,then even C.J.M. or any other magistate can grant bail to accused even Police has inserted such section, which is triable by Sessions Court.
