Mere registration of FIR is not a pending criminal proceedings. only after the filing of charge sheet confirming the accusation of offence will be a pending proceedings. these situations arise only for the purpose of passport, Govt posting, etc.

No citation required. Proceeding starts in court from the date, when the court take cognizance on the charge sheet and orders to issue summon.

when FIR is lodged normally we say case is registered with the police or investigation is pending. When it is sent to Court and Charge sheet is filed by Police, the case comes in the court and it becomes Pending in the Court.

When FIR is lodged and the concerned officer inform the Court and the produce the accused persons before the Court and from there onwards case is pending before the Court.

Agreed with experts.
