i have a transferable job. i had a driving license from delhi which expired 3 days back since local rto raipur refused to renew. they are compelling me to again go through learning license process. but i have already learned once and my license expired only 3 days back. what is the rule position ?

no . it is real . currently am without driving license . also even though expired is there some grace period in which i can go to delhi and renew it ?

The driving license can be renewed after expiry of its validity (normaly within 30 days). You have to approach to your local zonal office during public dealing hours for the same.
Documents required for renewal of Driving Licence
For Private Licence:
1.Application in Form No.9.
2.Rs.250 for fees and Penalities as Applicable.
3.copies of your recent passport size photograph.
4.Original driving licence held.
5. Attested Copy of valid Proof of age and residence.
6. form No.1 self declaration of physical fitness

thanks mr goyal for a very enlightening response. problem is today they sent back the agent who had taken all these from me and now they are asking for a NOC from RTO delhi . practically it amounts to necessitating a trip to delhi. what surprised one the most that that a valid govt document was not recognized by them for renewal when submitted well in time.

As you have employed an agent here in Raipur, the same thing you can in Delhi by sending the signed application for NOC. He will arrange NOC in your absence. You can take help of your family members/friends to consult an agent there. You need not go personally for renewal.

NOC is required for renewal to ensure there is no pending challan / case against you at previous place. You can send application and it would be arranged by some of your near and dear at Delhi.

Generally, if the permanent address mentioned in the DL is that of the Raipur address, there should not be a problem for renewal of the same as the driving license which is valid through out India. Other wise if a NOC is mandated, you may fulfill the requirement.

In routine NOC for renewal is required, extra money under the table may lead to shortcut but in routine no one would do this.

The procedure is that NOC need to be obtained from the old station.
