If an Islam married a Hindu as per Indian marriage act1955. Is he permitted to marry another Islamic girl without divorcing his first Hindu wife. Will this act come under bigamy offence as per Indian law?

No , he will require divergence from first wife.
Four marriage at a time is permissible only if the marriages are performed under Sharia law.

No! He has to divorce his first wife. Then only he can remarry.
