can land of tribal people be leased to non-tribal in tribal (scheduled) area?

The relevant rules applicable in particular State for this purpose are to be taken into consideration while taking final decision. You have not mentioned the State where such land is to be taken on lease.

ST lands given as gift by the State Govt, can not be leased out to any body without the permission of the govt authorities.
