surface rent on minor minerals

hello experts/

i need to know whether state goverments have power to recover surface rent for minor minerals under the name of zill parishads and gram panchayats,if yes at what rate?
In my case the collector had issued me a notice and demanded rs 33,000 as a surface rent for the area of 3 acres.Whether the demand is legal?please do help me and would be oblige if there would be any citation in this regard

Collector has no power rather this power has been vested to the relevant Gram Panchayats and Zila Parishads.
