Can we move to the High Court under Article 226 for issuing a direction to the Insurance Regulatory and Development Authority(IRDA)to cancel the regulation license of an Insurer, if the IRDA is not taking any action on the representation of an policy holder? Can High Court issue a mandamus & what would be the place for filing the Writ Petition?
