Try to serve him court notice through his email address as that is another mode for service of court summon.
To reach him the location can be tracked through his online activity for that cyber expert service required.
Cyber police may not take private complaint for searching him or tracking his location.

The onus for apprehending the accused and producing him in the Court rests with the Police. It is their responsibility to take the assistance of the Cyber Police. Your advocate can get directions to this effect issued by the Court.
