Plot registery papers

Sir,
My son purchased a plot and registry action was completed and payment given to property dealers. On registery date dealer asked us that he will give registry papers to us after 2-3 days. But after one months he is not handed us papers. There are queries on this:-
a) What legal action can we take and against whom, dealer or agent.
b) What is the procedure now to optain registry papers.
c) We have checked on line and our names are there in online site showing registry details.

Since the information is available on line ther may not be any anonymity or falsification.Neverthless, check up with the dealer or get a copy of the document.
