Treasurer of the society - share certificate

Dear Sir / Madam,
Good Morning,
The undersigned is Active Member of Cooperative Housing Society located at Suburb of Pune, MH. Recently, Special General Meeting was called on certain issues. One of the issue was Non-Issuance of Share Certificates to Members of the Society. During the discussion it came to notice that for past 11 years there are many members to whom Share Certificate has not been issued including Current Treasurer.
Our query is, is Treasurer eligible to hold the position ? Index II hasn't been submitted by Treasurer yet but Share Application Money has been paid 11 years ago. Do we need to look for alternate Treasurer.

Refer the bylaws / constitution of the society.
Broadly, he has deposited his fees, certificate was not issued by the society, should not be punished for a fault of the society.

He is very much a member of the Society in the circumstances stated.

In case the treasurer is not a member (no share certificate issued to him) his selection to the post is invalid, besides his election as member of Managing Committee is invalid and illegal, as he is not a member of CHS.
Special general body meeting is convened for single agenda item and not to discuss various issues as stated by you, otherwise it is General Body Meeting, recheck.
The individuals who have not been issued with a share certificate is/are NOT (repeat NOT) the member of CHS, even person having common sense can infer from the statement.
