My father was in Bsnl and he died in 2008 we applied for job but they didn't give job what I have to do.

Your father is stated to have died in the year 2008 whereas you are seeking opinion and advise of experts in the year 2017, what have you been doing during the last decade?
It is not a matter of right which can be claimed to give compensatory appointment to some LR of deceased employee.
Consult a local lawyer practicing in labour and service matters.
