Can we file injection suit in Junior civil judge court/District judge court basing under section 91cpc? It's a public property section 80 notice was also given. Please tell me the procedure

Please clarify, in what way the case is related to Public nuisances and other wrongful acts and by whom?

Also, whom the notice under CPC 80 has been served, by whom and how you are concerned with the problem?

An irrigation canal path was occupied by a man and political leaders, panchayati & irrigation department supporting the illegal occupation. Due to the illegal occupation soma y people suffering by lack of path way
