Meaing of permanent resident of punjab

good evening to all experts . punjab govt issue letter to all the dist.of punjab not to issue any type of certificate like resident , caste etc to migrat people in punjab. i want to know that from which year a person can be counted as a permanent resindent or a migrat person of punjab .urgent plz

the local officers concerned us as migrate but we have no relation with any other state . i also shown the documents of 1966, what i can do against these type people

i complaint the patwari to dc and sdm also . i got my right . but i want to know the meaning of migrate and permanent resident
