Execution is to be done through civil court action under execution application procedure.
consumer forums generally have the where with all;
In some states, collector of the district might handle execution or the municipal corporation . you have to check .

ideal is better find out from the very forum advocates who can also help you; yes they would charge some fees, some expenses need to be borne unless you fall under category of forma pauperis

since this is an appeal from a decision of the district consumer forum. execution can be filed at district consumer forum also.

As the appeal has been dismissed, if the dismissal was in favor of the original complainant and a judgement was passed in his favor in the lower forum, he can very well file an execution petition if the same lower consumer forum for executing the decree.
