Cheating

One person cheated me by promising to get the government project and took money from me for his expenditure. I didn't took any documents from him for the money that i gave, but i have a mobile recording where that person mentioned and accepted the amount he owes me. but in the later days i pressurised him to give my money back. He started to put money in part by part to my account in cash. Later on he gave a cheque to me for some part of the money, but he didn't cleared my money fully. now i asked him to clear the entire amount that i had given, but he is tlling he wants some more time and if i pressurise him again he will not give my money. So how can i proceed now to recover my money, any provision to file the complaint with police of to fight in the court.

Better wait for some time.Getting back your money by legal recourse is mighty difficult.

Thank you for the Suggestion sir. But i waited for more than 2 years to get around 40%of the money , in fact i am paying interest for the money that i had given to him. Now i feel he is not willing to pay anymore. Can i file a complaint with the police, also i would like to mention again that i have recordings of our telephonic conversation and text messages he had sent to me. Kindly reply..

Since money was paid in furtherance of a illegal purpose, no complaint with Police lies.

You have given money to proceed for illegal gratification for capturing Government project. This is an offense if proved.

Better wait till he returns the money.

No legal remedy or no positive result in filing police complaint. You may spend some more amount once you give the complaint.

can lodge Police complaint,u/s 420 showing, he acted as consultant, to get u legal contract etc..
not to show any illegal purpose

Actually I did not give the money to bribe the people, since he is from far away place he took money for his expenditure like travel and lodging, also i paid him to to get necessary certificates(only by legal means i.e after testing the materials) to my company, to become qualify to do the project. He also made me believe that he knows the concerned department minister very well.

You may go ahead with a complaint in the local police station for the cheating offence against him, let him be summoned to the police station, he will agree for repayment on terms.

You wanted a govt project (it is you only said so).

You paid him money because of being convinced of his contact with the Minister.

The fact is that he failed to do the "JOB" which you assigned him.

Let FIR be registered against both of you.
