Depends upon the provisions of promotion in the recruitment rules/ promotion policy of the new university. So, check that document first.

You may seek copy of rules/policy of new university governing the subject matter i.e., promotion, engage a local lawyer and proceed.

UGC regulation in this regard will not do any thing, are promotions given through University regulation?

You will have to check the recruitment rules/ promotion policy of the new university vis-a-vis the binding conditions of the UGC prescribed as prequalification for santion of grants.

So, unless you go through and give proper description of the situation, you may not be able to get proper solution to your problem.

Since hit & trial method may not help you merely on presumption basis, it would better for you to obtain these documents from your own university or from UGC and then discuss the matter personally with some local expert or to contact some other expert through email with appropriate detail to help you after he is able to examine your service/promotion related documents in detail.

If your new university has adopted the UGC guidelines in the matter and hence new university permits such protection of seniority you would get.
