CIDCO NOC to Mortgage the flat

Dear Sir,
i am buying a flat in sanapada navi mumbai,for that i need NOC from CIDCO to mortgage the flat with housing finance company, but the society where i am buying this flat is comes under Gaonthan plot and have triplet agreement with CIDCO,now CIDCO not issuing NOC saying that"Conveyance deed is not happened yet"
please suggest me what should i do now? even the secretory and chairman is also not coperating.

CIDCO is absolutely right on its stand as NOC can be issued only if conveyance deed has duly been executed. You can serve legal notice over the secretary and chairman of the society after making the representation demanding to get executed conveyance deed and on failure move consumer forum for your genuine demand.

Dear Sir,
first of all thanks alot for your prompt response,i am realy greatful to you,
i spoke to the chairman of the society he is saying we have applied for conveyance deed in CIDCO, but we can not give you any thing in writing, now i am stuck in beetween, now please help me what are the other way to get CIDCO NOC.
