Gram panchayat deliberately not alloting shopping complex.

Respected expert, my friend has a pan shop beside a road and behind that shop the gram panchayat constructed shopping complexes. My friend has applied to seek the complex on rent to him but the panchayat did acted that upon or not given a single letter to him therefore he issued legal notices for twice by his counsel but the panchayat did not pay heed towards them. And now the panchayat going to allot that complex to the rich person as per their accord. Therefore please suggest me what should i do now? And what legal remedy is available with him?

it is at discretion of gram panchayat as owner of complex to decide whom they want as licencee of the shop . as long as it recovers market rent there is no problem

If the Gram Panchayat is allotting the shops within rules, without partiality resulting maximum benefit to the panchayat, it can proceed.

You have sent a legal notice. Your lawyer would not have given one without reason.
Get to know from yr lawyer on what cause of action he gave the notice and come back to us

The Gram Panchayat would have followed the rules while allocating the shops, on some parameters, enquire that and see whether you fulfill the conditions and then seek legal remedy if necessity arises.
