Rights of Hadicaps

I wish to know from professionals(LAW), That what does law states about abusing a handicap.Can a person suffering from Disability can sue in a court of law on the culprit?

yes. There is no discrimination with any person having any disability except mentally retarded persons. Such person as given in the quarry can file his suit and can plead freely before court of law in India. Constitution is with him.
