498a summons not yet received. what should be our next steps?

Dear seniors,

498a Case is filed in a metropolitan magistrate lower court in the year 2011.
Its been 2 and half years now. The accused has not received any summons or search warants.

1) What should be the next action item by Accused ?
2) What might be the reasons for not receiving the summons for years?

Thanks Barman Ji. The same question is asked by some one. I checked it.
And I am learning law points and knowledge through online.
I am not a class room student of some college. Okay.
