REPLY nOTICE , DENY HIS CLAIM, AND FURTHER DEMAND DAMAGES FOR DEFECTIVE WORK, AND NON ISSUE OF RECEIPT OF MONEY U ALREADY PAID.
Remember that being decorator, can prove with Photograph that he worked as decorator, with staff, location photo of event. So do not deny contract.

you have a greivance of deficiency in service you can go to consumer court. He cannot go.
He has gone to right court.

Reply the notice through your lawyer. Send him notice for deficiency of service and file case in Consumer Forum.

Lawyer notice has to be replied by a local advocate making counter claims for not doing the decorations as requested.
