Neigbaur is harrassing my wife since last years.

I am leaving at Nand Nagri (trans Yamuna). Abaut one year back some ladies beaten my wife and tear off her clothes the same was reported to the local police station and Human Right Commission. After the latter of Human right commission,police was taken the matter and compromised it.
Now after that the person called sunder who is driver in DTC bus continuely abusing my wife and tonning her. On 27.01.2013, arround 9.00PM he got drunk and start abusing my wife. When i go outside and ask the reason then he run towards my house and tried to catch me, but I closed the door and my wife called on 100 no. The police was not came and Sunder go to his home and get back with knife and iron rod and beaten my door to open. He was saying that he was slice my child and me and will put rod into the vagina of my wife. we got afraid and my wife called on 181 no. after some time the police was came but Sunder's wife hide him. Police ask us to come to Police Station, we stayed there around one hour but Sunder was not presented. We informed the police that he is still in his house on the upper floor but the police was not catch him or tried to search him. The polce was taken my wife's statement and ask both of us to sign on that. We signed on that papers. Today, after two days of incedent Sunder go to police station with some womens of my galli(these were the same who has earlier beaten my wife and tore the clothes)and given the statment that my wife is arranging some gundas and tried to beat him. The police is also not co-operating and supporting him only. As he said that he have bought the police.

Pls advise , what should we do?

if local plice are not taking action complain to Supdt of Police . copy of letter send to Commisioner of Police . if no action is taken contact a local lawyer and file complaint under section 156 (3)with the magistrate diirecting cops to investigate and submit report
